Treasurer
Roberto Battelli (Slovenia) was elected Treasurer of the Parliamentary Assembly at its 18th Annual Session in Vilnius in 2009. A long-time member of the Assembly (joining in 1992), he has been particularly active in election observation. He has observed 19 elections across the OSCE area, and has served as head of the OSCE PA delegation and as Special Co-ordinator of the OSCE short-term observers twice, in Serbia and Montenegro.
Mr. Battelli has been active in the Democracy Team for Moldova, the Sub-committee on Rules of Procedure, and the Sub-committee on Transparency and Accountability. Since 2006, he is also currently also the OSCE PA's Special Representative on South East Europe. He has been a member of the Parliament of Slovenia since 1990.
The Treasurer of the Assembly is elected every other year at the Annual Session for a two year term. It is the duty of the Treasurer, assisted by the Secretary General, to present to the Standing Committee an audited account of the Assembly for the preceding financial year and a draft budget for the following financial year. The Treasurer and the Secretary General are responsible for the financial administration of the Assembly, having the right to sign on behalf of the Assembly in all financial matters.
